At 100 AM CDT (0600 UTC), the center of Tropical Storm Edouard was
located by Air Force Reserve reconnaissance aircraft near latitude
28.8 North, longitude 92.5 West. Edouard is moving toward the
west-northwest near 7 mph (11 km/h). A west-northwestward to
northwestward motion is forecast during the next day or two. On the
forecast track, the center of Edouard is predicted to reach the
northwestern Gulf Coast within the warning area later today and move
inland over southeast Texas tonight.

Maximum sustained winds remain near 40 mph (65 km/h) with higher
gusts. Strengthening is forecast and Edouard could approach
hurricane strength before it reaches the northwest Gulf coast later
today. Rapid weakening is expected after the center moves inland.

Tropical-storm-force winds extend outward up to 25 miles (35 km)
from the center.

The minimum central pressure estimated by reconnaissance dropsonde
data is 1005 mb (29.68 inches).

Satellite and radar data showed an increase in banding near the
center of the small tropical cyclone during the late afternoon and
early evening hours. Subjective and objective satellite intensity
estimates increased to around 35-40 kt, and the initial wind speed
was therefore increased to 35 kt on the 0000 UTC intermediate
advisory. Since that time, there has been a pause in the
organization of the system, but curved bands are noted over the
northern and western portions of the circulation. An Air Force
Reserve reconnaissance aircraft that has been sampling the system
this evening reported earlier that the pressure has fallen to
around 1004 mb, which is quite a bit lower than from this
afternoon's mission, though the last fix was up a millibar or two.
The flight-level winds do not appear to have responded to the
pressure drop yet, so the initial intensity remains 35 kt for this
advisory.

Edouard will be moving over very warm waters of the northwestern
Gulf within a low shear and a sufficiently moist environment
tonight and Tuesday morning. As a result, nearly all of the
dynamical models indicate that the system will strengthen on its
approach to the coast, with most showing much of the strengthening
occuring in the final hours before landfall. Given that the system
is small, a period of quick organization and strengthening seems
likely Tuesday morning. The NHC forecast calls for intensification
during the next 12 hours and additional strengthening could result
in Edouard nearing hurricane strength when it approaches the
coast on Tuesday. Therefore, a Hurricane Watch and Storm Surge
Warning has been issued for a portion of the northwest Gulf coast
with this advisory. The NHC intensity forecast is near the upper-end
of the guidance envelope. Note that since the peak intensity is
expected to occur at landfall (between the 12 and 24 hour forecast
points), it is not possible to explicitly reflect Edouard's peak
intensity in the forecast points below.

Edouard is moving west-northwestward or 300/6 kt. A low- to
mid-level ridge over the southeastern United States is expected to
steer the cyclone toward the west-northwest to northwest during the
next couple of days. This motion should bring the center onshore
along the northwestern Gulf Coast on Tuesday and inland over eastern
Texas Tuesday night. The track guidance is in good agreement on
this scenario and the new NHC track forecast is essentially an
update of the previous track.

is predicted to reach the northwestern Gulf Coast within the
warning area on Tuesday and move inland over southeast Texas on
Tuesday night.

Recent radar and satellite data indicate that the maximum
sustained winds have increased to near 40 mph (65 km/h) with higher
gusts. Additional strengthening is likely before the center reaches
the northwest Gulf coast on Tuesday.

The Air Force Hurricane Hunter aircraft data through early this
afternoon showed the low-level circulation of this system gradually
becoming better defined, and it was sufficient to designate it as
Tropical Depression Five for the 18 UTC intermediate advisory. This
is consistent with the improved radar and satellite presentation of
the system, with a prominent curved band now evident to the south of
the center. The aircraft measured peak 850-mb flight-level winds of
38 kt earlier today, and TAFB provided a T2.0/30 kt Dvorak estimate
at 18 UTC. These data support a 30-kt intensity for this advisory.
Another Air Force Hurricane Hunter mission is scheduled to
investigate the system tonight.

The center of the depression lies to the north and east of prior
estimates based on the aircraft data and recent surface
observations. A low-level ridge over the southeastern United States
is steering the system toward the west-northwest (300/5 kt), and
this general motion should continue through the next couple of days.
The system is expected to move onshore along the northwestern Gulf
Coast within the warning area on Tuesday, with the updated 24-h
forecast point just offshore. There were no significant changes to
the track guidance this cycle, and the updated NHC forecast was
adjusted slightly north of the previous prediction mainly due to the
repositioning of the center.

The tropical cyclone is fairly compact and has a small radius of
maximum wind. Although it only has about a day over the very warm
Gulf waters, strengthening is expected within a generally low shear
environment. Since the small size of the system makes it more
susceptible to quicker intensity changes, the NHC intensity forecast
has been raised and now lies above almost all of the intensity
guidance, including HCCA and IVCN. The legacy hurricane regional
models (HWRF/HMON) show even more strengthening than is forecast
here. While this does not appear to be the most likely scenario,
interests in the warning area are reminded to closely monitor the
latest forecast updates.

At 400 PM CDT (2100 UTC), the center of Tropical Depression Five was
located near latitude 28.2 North, longitude 91.5 West. The
depression is moving toward the west-northwest near 6 mph (9 km/h).
A west-northwestward to northwestward motion is forecast during the
next couple of days. On the forecast track, the center of the system
is predicted to reach the northwestern Gulf Coast within the warning
area on Tuesday and move inland over southeast Texas on Tuesday
night.

Maximum sustained winds are near 35 mph (55 km/h) with higher gusts.
Strengthening is expected, and the depression is likely to become a
tropical storm this evening.

The estimated minimum central pressure is 1011 mb (29.86 inches).

The disturbance (AL97) that the NHC has been tracking over the
northern Gulf of America continues to produce a small area of
showers and thunderstorms with modest signs of organization.
Overnight scatterometer data indicated the circulation lacked
definition on the western side, and recent surface observations and
data from the Air Force Hurricane Hunters suggest the center is
still elongated and ill defined. However, given the expectation that
the system will become a tropical cyclone, and the risk of tropical
storm conditions for portions of the northwestern Gulf Coast, we
are initiating advisories on Potential Tropical Cyclone Five. The
initial intensity is set at a possibly generous 30 kt based on the
overnight scatterometer data.

The initial motion is uncertain given the system is still in its
formative stage, but our best estimate is west-northwestward (285/4
kt). The track models agree that the system should continue
west-northwestward during the next day or so and approach the Upper
Texas and southwestern Louisiana coast within the warning area on
Tuesday. The official NHC track forecast lies very near the HFIP
corrected consensus (HCCA), near the center of the guidance
envelope. A 48-h post-tropical forecast point is shown for
continuity, but the system will likely be dissipated by that time.

The small system is located over SSTs greater than 30 deg C, and the
deep-layer shear appears fairly weak as diagnosed from the SHIPS
guidance. Some strengthening is expected before the system reaches
the coast on Tuesday, as long as it is able to develop a more
cohesive tropical cyclone structure. Since the center is predicted
to move onshore between 24-36 h, additional strengthening could
occur between those forecast points that cannot be reflected in the
official forecast. Given the anticipated small size of the system,
it could be prone to quicker intensity changes, so additional
strengthening beyond what is shown cannot be ruled out. The NHC
intensity forecast lies at the top of the latest guidance.
