  • Tropical storm JELAWAT (named "Kabayan" in the Philippines) formed over the southern Philippine Sea on 17 December and started moving west toward central Mindanao Island  in southern Philippines. On 18 December at 0.00 UTC, its centre was located offshore very close to the coastal area of the Manay Municipality in Davao Region, with maximum sustained winds of 56 km/h (tropical depression).
  • The National Disaster Risk Reduction and Management Council (NDRRMC) reports, as of 18 December, 6,370 people already evacuated in 48 evacuation centres across Mindanao.
  • JELAWAT is expected to make landfall over Manay Municipality on the very early morning (UTC) of 18 December, as a tropical depression. After that it is forecast to continue westward over central Mindanao on 18 December and to reach the far southern Palawan Island in western Philippines on the afternoon (UTC) of 19 December, as a tropical depression.
  • Over the next 24 hours, heavy rainfall, strong winds and strom surges are forecast over most of Mindanao. Heavy rainfall is also forecast over southern Palawan starting from 19 December. PAGASA has issued a Wind Signal No. 1 over most of Mindanao.

  • On 18 Dec 2023 at 1:30 UTC, JELAWAT ("Kabayan" in the Philippines) made landfall over the coastal area of Manay Municipality, Davao Oriental. After that at 3:00 UTC, it weakened into a Tropical Depression and further weakened into a Low Pressure Area (LPA).
  • According to the National Disaster Risk Reduction and Management Council, one person is reported missing in Davao while another has been injured in Northern Mindanao. Moreover, almost 83,000 people have been displaced, almost 22,700 preventively evacuated and 86,321 persons affected in Davao, Northern Mindanao, and CARAGA.
  • The Low Pressure Area and Shear Line are forecast to bring significant amounts of rain in the next three days over the affected area of Mindanao and over central southern Philippines.

  • Tropical storm JELAWAT ("Kabayan" in the Philippines) made landfall over the Davao Oriental Province of Davao Region, eastern Mindano Island on very early in the morning (UTC) of 18 December. It continued westward over Mindanao on the afternoon of 18 December and on the morning of 19 December, as a tropical depression, further weakening and dissipating.
  • Its passage caused very heavy rainfall across Mindano Island and Visayas Islands. The National Disaster Risk Reduction and Management Council (NDRRMC) reports, as of 20 December, nearly 84,100 evacuated people, of which approximately 68,500 inside 401 evacuation centres, a total of more than 90,000 affected people and 54 damaged houses across five regions in Mindanao and Visayas: Davao, Northern Mindanao, Caraga, Mimaropa, Western Visayas and Eastern Visayas. According to NDRRMC, one person is confirmed missing and one more injured.
  • Over the next 24 hours, more heavy rainfall is forecast over the whole Mindano Island and Visayas Islands.

  • The humanitarian impact has increased after the passage of tropical storm JELAWAT ("Kabayan" in the Philippines) in eastern Mindanao.
  • National authorities report one still missing person in the Davao Region, another injured in Northern Mindanao, and almost 327,000 affected people across six Regions (Davao, Northern Mindanao, Caraga, Mimaropa, Western Visayas and Eastern Visayas). In addition, 2,674 persons are currently taking temporary shelter in 16 evacuation centres in Central Visayas, Davao, and Caraga) and 2,682 people are still displaced in Eastern Visayas, Davao, and Caraga.
  • For the next 24 hours, light to moderate rain is expected across eastern Mindanao and Visayas Islands.
