North Carolina, USA, August 2021During the early morning of 15 August the City of Alexandria, Virginia, experienced flash flooding from severe storms. These storms caused widespread flooding, as well as power outages, sanitary backups, road closures, displaced manhole covers and other impacts on city infrastructure. Preliminary rainfall data indicates that between 3 to 5 inches of rain fell in over an hour. Heavy rain also fell in North Carolina from 15 August and intensified under the influence of the remnants of Tropical Storm Fred. Severe flooding affected Haywood County after rivers broke their banks. Other affected counties include Jackson, McDowell, Madison, Mitchell, Rutherford, Transylvania and Yancey. On 18 August the state government declared a state of emergency. The government said 98 people were rescued and 35 were missing or unaccounted for. As a post-tropical cyclone, Fred pushed north over New York and New England with heavy rain. Around 14,000 customers around New York state were without power. Several people were rescued or evacuated in Steuben County, New York, where around 120 homes were damaged by floodwaters. The New York governor declared a State of emergency.
