Philippines - Tropical Cyclone KAMMURI update (ECHO 02 Dec 2019)Mon, 02 Dec 2019 11:10

  • Tropical Cyclone KAMMURI (named TISOY in the Philippines) is moving west over the Philippine Sea, approaching the eastern coast of Luzon and Visayas Islands (Bicol Region, central Philippines). On 2 December at 0.00 UTC, its centre was approximately 270 km east of Sorsogon City in Luzon, with maximum sustained winds of 170 km/h. 
  • KAMMURI is expected to make landfall over eastern Bicol on the evening of 2 December, with maximum sustained winds up to 170-180 km/h. Thereafter, it is expected to move west inland across Visayas islands. 
  • A warning signal level 3 (out of 5), and severe flood warnings have been issued for eastern Luzon and Visayas. Heavy rainfall, strong winds and storm surge are forecast over southern Luzon and northern Visayas on 2-3 December.
  • Around 113,300 people have already been evacuated in three provinces of the Bicol Region. Mandatory evacuations have been issued for approximately 500,000 people across southern Luzon and northern Visayas, due to high risk of flash floods and landslides. 
  • Inter-island ship trips in Bicol and Eastern Visayas have been cancelled. 28 domestic flights were also cancelled. School classes are suspended in 14 provinces and in almost all cities of Metro Manila. 
  • The humanitarian community monitors the situation together with the national government . Some DG ECHO partners are already in Bicol and ready to assess possible humanitarian impact.

  • Tropical Cyclone KAMMURI (TISOY in The Philippines) made landfall over the north-east Mindonoro Island, close to Naujan City on 3 December with maximum sustained winds up to 210 km/h.
  • One death has been reported in Bicol Region and around 225,000 people were evacuated across southern Luzon. Schools are closed throughout Manila, as well as Manilla's main airport. Damage was also sustained to Legazpi City airport.
  • KAMMURI will move across north Mindonoro Island with maximum sustained winds up to 155 km/h, before weakening as it reaches the South China Sea.
  • A warning signal level 3 remains in effect over Mindonoro Island and southern Calabarazon. Extreme flood warnings have been issued for Bicol and Eastern Visayas while severe flood warning for north-eastern Mimaropa and central Calabarazon.
  • For the next 24 hours, heavy rain, strong winds and storm surge are forecast over northern Mimaropa and Calabarazon while moderate rain is forecast for Bicol, Metro Manila and Central Luzon.

  • Tropical Cyclone KAMMURI (TISOY in The Philippines) is weakening as it moves over South China Sea. It passed over southern Luzon and Mindoro Island bringing heavy rain, strong winds up to 210 km/h and storm surge on 2-3 December. On 4 December at 0.00 UTC, its centre was 320 km west of Manila, with maximum sustained winds of 102 km/h (Tropical Storm).
  • Media report 13 fatalities. In addition, the National Disaster Risk Reduction and Management Council (NDRRMC) reports 495,408 people evacuated (of which 458,020 inside evacuation centres and 37,388 more outside evacuation centres), 38 damaged houses, 12 roads and 3 bridges damaged, 521 flights cancelled and 865 municipalities with suspension of classes.
  • KAMMURI will move south across South China Sea on 4-5 December with maximum sustained winds up to 93 km/h.
  • All Tropical Cyclone warning signals have been lifted. For the next 24 hours, moderate to heavy rain is expected.
  • ECHO is carefully monitoring the situation and  analysing what kind of support would be necessary.

  • Tropical Cyclone KAMMURI (TISOY in The Philippines) continues to weaken as it moves south-west over the South China Sea. On 5 December at 0.00 UTC, its centre was approximately 550 km east of central-western coast of Vietnam, with maximum sustained winds of 65 km/h (tropical storm).
  • According to the National Disaster Risk Reduction and Management Council (NDRRMC), as of 5 December, the death toll stands at 13 (7 in Mimaropa, 4 in Eastern Visayas and 2 in Calabarzon) and 34 people have been injured. At least 387,378 have been displaced (of which 364,003 are sheltered in 2,744 government designated evacuation centres) and 495,408 people affected. A total of 8,749 houses have been reported damaged as well as 135 schools. 18 roads and 21 bridges have also been closed.
  • KAMMURI will continue south, weakening to a tropical depression, with maximum sustained winds up to 56 km/h.
  • For the next 24 hours, heavy rain is forecast over Northern Luzon, Aurora, and Northern Quezon and rough seas are still expected over the northern and central coast of Luzon.

  • Following the passage of tropical cyclone KAMMURI, which brought heavy rains and winds over several regions of the country (particularly Mimaropa, Bicol, Eastern Visayas and Calabarzon), the number of affected people and damage has increased.
  • According to the last report of the Department of Social Welfare and Development, as of 6 December 18.00 UTC+8, a total of 970,464 people have been affected. There are 123,857 damaged houses, out of which 32,090 are totally damaged.
  • For the next 24 hours, moderate to occasionally heavy rains are forecast over Batanes, Cagayan, and Apayao.
