  • The new Tropical Storm ASTANI (locally known as SIONY) is moving west over the Philippine Sea and on 3 November, its center was located approximately 570 km east of Balintang Islands (Luzon Strait), with maximum sustained wind of 65 km/h. 
  • ASTANI is forecast to strengthen as it moves west over the Philippine Sea. It could reach the Balintang, Batanes, and Babuyan Islands in the Luzon Strait on 5 November, as a Tropical Storm. National authorities in the Philippines started preparedness measures ahead of Tropical Storm ASTANI.
  • Moderate to heavy rain is forecast over Batanes and northern Luzon Provinces 3-4 November.

  • Tropical Storm ASTANI (named SIONY in the Philippines) is moving west over the Philippine Sea towards Luzon Strait. On 4 November at 00.00 UTC, its centre was located approximately 800 km north-east of Santa Ana Municipality (Cagayan Province, northern Philippines), with maximum sustained wind of 65 km/h.
  • ASTANI is forecast to continue moving west and to approach Batanes, Babuyan Islands and northern Luzon on 5-6 November, strengthening with maximum sustained winds of 100-110 km/h. It will cross the northern Philippines, 650 km of GONI's track that made landfall over southern Luzon on 31 October.
  • National Authorities issued a red alert status for Batanes Islands and Cagayan Province.
  • For the next 24 hours, heavy rain, strong winds and storm surge are forecast over northern Luzon (particularly the Provinces of Cagayan and Ilocos Norte), Batanes and Babuyan Islands.
  • According to PAGASA, a tropical storm signal 1 warning is in effect for Cagayan Valley Region.

  • Tropical Cyclone ASTANI (named Siony in the Philippines) continued  over the western Philippine Sea toward the Luzon Strait on 4 November, as a Tropical Storm.
  • On 5 November, its center was located approximately 500 km east of Itbayat Island (Batanes Islands, the northernmost part of the Philippines), and approximately 620 km south-east of southern coast of Taiwan, with maximum sustained winds of 102 km/h.
  • ASTANI is forecast to continue westward over the Philippine Sea and it is expected to reach the Batanes Islands in the very early morning (UTC) of 6 November, as a Typhoon. After that, it is expected to continue over the northern South China Sea on 6-7 November, remaining a Typhoon.
  • On 6-8 November, heavy rainfall, strong wind and storm surge are forecast over Babuyan, Batanes Islands, and the Cagayan Province (northern Luzon). PAGASA has issued a Tropical Cyclone Wind Signal no. 1 over the area.
  • Heavy rainfall is forecast also over southern Taiwan for the same period.

  • Tropical Storm ASTANI (Siony in the Philippines) is crossing the Batanes Islands (northern Philippines). On 6 November at 0.00 UTC, its centre was located over southern Itbayat Island (Batanes Islands), with maximum sustained winds of 83 km/h.
  • ASTANI is forecast to move west-northwestward and pass off the southern coast of Taiwan within 12 hours. Afterwards, it will turn southwestward over the north-eastern South China Sea on 7 November.
  • On 6-7 November, heavy rainfall, strong wind and storm surge are forecast over Babuyan, Batanes Islands, northern Luzon, eastern and southern Taiwan.
  • PAGASA has issued a Tropical Cyclone Wind Signal no. 2 over Cagayan Valley Region (northern Luzon).
