  • A new tropical cyclone named TORAJI ("Nika" in the Philippines) formed over the Philippine Sea on 9 November and started moving west toward the central-northern Luzon island, northern Philippines, strengthening. It made landfall over the Casiguran city area, northern Central Luzon region on 11 November just after 0.00 UTC, with maximum sustained winds of 148 km/h (typhoon). On 11 November its centre was located inland over the central Cordillera Administrative Region, northern Luzon, with maximum sustained winds of 130 km/h.
  • Media report, as of 11 November, several preventively evacuated people across approximately 2,500 villages in central-northern Luzon island. NDRRMC also reports nearly 240 preventively closed schools across the area.
  • TORAJI is expected to continue northwestward as a tropical storm over the South China Sea, toward eastern Hainan island, southern China, on 11-15 November, further weakening.
  • Over the next 72 hours, heavy rainfall, strong winds and storm surges are forecast over the whole Luzon island and most of Taiwan.

  • Tropical cyclone TORAJI ("Nika" in the Philippines) passed over northern Luzon island, northern Philippines on 11 November in the morning (UTC) as a typhoon. On 12 November at 0.00 its centre was located over the South China Sea approximately 780 km east of the Hainan island, southern China, with maximum sustained winds of 83 km/h (tropical storm).
  • Its passage over northern Philippines caused very heavy rainfall. NDRRMC reports, as of 12 November, more than 17,000 evacuated people and a total of approximately 153,650 affected people across northern Luzon.
  • On 12-13 November, TORAJI is forecast to continue westward as a tropical storm over the South China Sea, toward the eastern Hainan, further weakening and becaming a tropical depression on 14 November.
  • Over the next 24 hours, very heavy rainfall is forecast over most of the Luzon island and Taiwan. Heavy rainfall is forecast over northern Hainan island and southern Guangdong province, southern China, starting from 14 November.
